LA CARE COMMUNITY METROPOLITAN STATE HOSPITAL -PHASE 2

Swinerton Builders is Seeking Qualified Subcontractors and Suppliers to provide bids for Phase 2 Structural Permit scope on the Los Angeles County Care Metropolitan State Hospital Renovation project located at 11401 Bloomfield Avenue, Norwalk, CA 90650. This bid package includes the 90% Construction Documents for the renovation and adaptive reuse of three existing historic cottages within the Metropolitan State Hospital (MSH) campus: Building A - 202/204 (Previously Cottage E) - Building B - 205/207 (Previously Cottage F) - Building C - 209/211 (Previously Cottage D). The project scope provides new Transitional Age Youth (TAY) Psychiatric Subacute Treatment Facilities, TAY Interim Housing, and comprehensive site and utility improvements to support current and future program needs.
 
Scope of work includes:  Concrete, Structural steel, rough carpentry, Roofing.
*Swinerton Self Perform intents to competitively bid on the concrete scope of work*
 
Labor type: There is no Project Labor Agreement applicable to this project. There is no Construction Workforce Agreement applicable to this project. **Prevailing Wage and Skilled and Trained requirement do apply**
 
Local and Targeted Worker Higher Program? Requirements:

• 
  Goal A: 30% of construction worker hours be performed by permanent residents of LA County?
• Goal B: Good Faith effort to have at least 10% of all construction workers be performed by Targeted Workers?
• Goal C: 20% of all construction hours be performed by apprentices?
• Swinerton is signatory to the Carpenter's Union for all trades that apply.

 
Community Business Enterprise (CBE) – 25% Goal County Preference Programs: Local Small Business Enterprise (LSBE) Social Enterprise (SE) AND Disabled Veteran Business Enterprise (DVBE)

• RFI Deadline – Wednesday, October 7^th, 2026
• Bids Due – Thursday, October 15^th, 2026
• Anticipated Construction Start Date: November 2026

Subcontractors must meet the projects prequalification requirements to be awarded.
At Swinerton’s discretion, Swinerton may require a Payment and Performance bond and/or a letter of bondability from a qualified and accepted Treasury listed Surety within 48 hours of demand.  Please provide bond rate together with single project bond $ limit for scope of work to be performed in your proposal.  List of certified companies:  https://fiscal.treasury.gov/files/surety-bonds/list-certified-companies.pdf.
