Bid Requests

PCL Construction, Inc. is soliciting bids from qualified subcontractors and suppliers for the
South Bay International WWTP Rehabilitation & Expansion (PDB) Project,
located in San Diego County, California, for the International Boundary and Water Commission.
Bids are due June 23, 2026, at 2:00 PM (PT).

This is a federally funded project and is subject to federal requirements, including, but not limited to, Buy American, Davis-Bacon Prevailing Wages, and a Project Labor Agreement (PLA). PCL Construction encourages participation from Small Business (SB), Small Disadvantaged Business (SDB), Women-Owned Small Business (WOSB), Service-Disabled Veteran-Owned Small Business (SDVOSB), and HUBZone firms. PCL intends to structure the work into smaller bid packages to help facilitate participation.

The Project consists of rehabilitation and expansion work at an existing wastewater treatment facility. Bid package scopes include: trucking; aggregates; demolition; ready-mix concrete; concrete pump trucks; reinforcing steel; masonry; miscellaneous and structural metals; FRP; metal canopy systems; rough carpentry; architectural cabinets (p-lam-clad); solid?surface countertops; gypsum board; tile; flooring; painting and coatings; bath accessories; signage; doors and frames; windows; louvers; door hardware; glass glazing; overhead doors; roofing and waterproofing; fire protection; plumbing; HVAC; electrical; SCADA; earthwork support; dewatering; paving; chain?link fencing and gates; irrigation; landscaping; yard piping; bypass pumping; process piping; flow?control appurtenances (slide gates, flap gates, stop logs); cranes, conveyors, monorails, and dumpster winches; and process equipment (pumps, tanks, mixers, odor control, sludge handling, aeration).
